US President Joe Biden will arrive in Northern Ireland on Tuesday 11th April as he begins a visit marking the 25th anniversary of the Good Friday Agreement.

President Biden will visit Dublin, Louth and Mayo from 12th to 15th.

Monday 10th and Tuesday 11th April, Earlsfort Terrace, Dublin
  • Monday 10th April – from 0700hrs Parking restrictions on Earlsfort Terrace, Leeson Street Lower, Hatch Street Lower, Castle Street and Ship Street (until Saturday 15th April)
  • Tuesday 11th April – from 0700hrs Earlsfort Terrace closed to traffic, pedestrian access to businesses on Earlsfort Terrace via Hatch Street only (until Saturday 15th April)
Wednesday, 12th April, Dublin Airport, Carlingford and Dundalk in Co. Louth

On Wednesday, 12th April Mr Biden will head to Dublin Airport, from where he is expected to arrive and depart several times over his four-day visit.

  • Dublin Airport
    • Normal operations will continue at Dublin Airport during his visit, however Gardaí are advising anyone travelling to/from the airport to allow extra time due to possible rolling road closures, especially late on Wednesday and early on Friday.
  • Co. Louth
    • On Wednesday, President Biden plans to visit Carlingford and Dundalk in Co. Louth.
    • Mr Biden will first head to the Cooley Peninsula to visit Carlingford.
    • He is expected to visit Carlingford Castle
    • According to News reports, Mr Biden will then visit Dundalk for a walkabout of the town centre.
  • On to Dublin
    • President Biden will then return to Dublin, where he will stay overnight.
  • Phoenix Park Dublin will be closed to all access, including traffic and pedestrians, from 5pm on Wednesday to 5pm on Thursday. Dublin Zoo will be closed on Thursday.
Thursday 13th April, Dublin (Phoenix Park & South  City Centre)

Thursday’s itinerary includes Phoenix Park for

    • a meeting with President Michael D Higgins at Áras an Uachtaráin,
    • followed by an official reception at Farmleigh House,
    • and possibly a visit to the residence of the US Ambassador Claire D Cronin at Deerfield (also in Phoenix Park).

Thursday afternoon, Mr. Biden will also visit the Oireachtas in Leinster House – where he is expected to deliver an address.

Thursday evening includes a State Dinner at Dublin Castle.

Friday 14th April, Dublin Airport, Ireland West Airport at Knock and Ballina Mayo

On Friday, president Biden will fly to the Ireland West Airport at Knock, Co Mayo, – from where he will visit his ancestral home near the town of Ballina, from early afternoon into the late evening

St. Muredach’s Cathedral in Ballina, County Mayo

An Address by President Joe Biden to the public – will be held in the evening at St. Muredach’s Cathedral in Ballina, County Mayo. The programme begins at 7pm, with gates opening at 5:30pm.

An Garda Síochána have advised that road closures will be in place in Ballina, Co. Mayo from Thursday evening, 13/04/2023 to early Saturday morning, 15/04/2023.

Please also be advised that a public outdoor event for 20,000 people at St Muredach’s Cathedral with The Chieftains, The Coronas, and The Academic and culminating with an address from U.S. President Biden will take place on the evening of Friday, 14/04/2023 commencing at 19:00 and finishing at 21:30. Gates will open at 17:30.

All road closures will still be in place and access to the vicinity of St Muredach’s Cathedral will not be possible. A park and ride site for a free limited shuttle bus service to and from the Cathedral will be available. The shuttle bus will be available on a first come/ first served basis, pre-booking the shuttle service is not possible. Shuttles will begin departing the park-and-ride location at approx. 16.30.

All transport passengers should note that:

  1. They must have pre-registered for the event,
  2. The shuttle service is limited, and will be on a first come/ first served basis,
  3. All guests should be prepared for security screening, similar to airport screening, and
  4. Large bags and umbrellas will not be permitted.

Persons attending the event are requested to use shuttle buses provided on each route into the town as there will be no parking provided in Ballina town.

Road Closures & Updates – Mayo

  • Foxford/Crossmolina to Killala
    • From Foxford (N26), approach the traffic lights at the Font and turn left out Lord Edward Street. Continue out the Crossmolina Road to Gurteens roundabout. Take the third exit onto the Old Crossmolina Road. Turn left at St Patrick’s Church and travel down Sli Ectra turning left at the junction with the Killala Rd (R314).
    • From Crossmolina (N59), approach Gurteens roundabout and take the second exit onto the Old Crossmolina Road. Turn left at St Patrick’s Church and travel down Sli Ectra turning left at the junction with the Killala Rd (R314).
  • Foxford to Crossmolina
    • Route is unaffected.
  • Killala to Foxford
    • From Killala (R319) approaching Ballina, turn right up Sli Ectra. Continue up Sli Ectra turning right at St Patrick’s Church. Continue out the Old Crossmolina Road towards Gurteens Roundabout. Take the first exit and continue in the Crossmolina Road towards Lord Edward Street. Turn right at the Font onto the N26.
  • Ballina to Sligo
    • N26 to Foxford continue to Swinford, at Swinford take N5 to Charlestown, at Charlestown take N17 to Sligo via Tubbercurry
  • Sligo to Ballina town, Crossmolina (as normal if going east side of bridges)
    • Sligo to  Tubbercurry & Charlestown on N17, At Charlestown take N5 for Swinford continue on N5 and at Swinford take N26 for Foxford/Ballina
  • Enniscrone to Crossmolina
    • From Sligo (N59) approaching Ballina, turn left up Bunree Road turning right at T junction onto Healy Terrace, continue on Healy Terrace turning left onto Church road (sign posted Attymass) continue on Church road until it meets N26 – turn right for Foxford/Ballina
  • Crossmolina to Enniscrone
    • Ballina take N26 to Foxford, in Foxford travel towards Swinford until road on left signposted Attymass, turn left and travel on this road until Ballina, turn right onto Healy Terrace continue on Healy Terrace, take the left onto Bunree Road Signposted Sligo, continue on Bunree road until T Junction turn right onto N59 sign posted Sligo

Train and Bus updates

  • The following additional train services will operate
    • a 12:45 service from Heuston to Westport – passengers will have to change at Manulla Junction arriving in Ballina at 16:04.
    • There will be a 14:45 Heuston/Westport service where passengers have to change at Manulla Junction and this will arrive in Ballina at 18:02.
    • A special 16:05 train will go from Westport to Ballina (operating via Manulla Jctn & also serving Castlebar & Foxford Stations) arriving in Ballina at 16:55.
    • A special 22:40 train will go from Ballina to Heuston (serving all stations to Portarlington) arriving in Heuston at 02:00.
    • A special 23.10 train will go from Ballina to Westport (operating via Manulla Jctn & also serving  Foxford & Castlebar Stations) arriving in Westport at 00:05.

Bus Éireann will be providing additional capacity on services to Ballina, details can be found on Bus Éireann website.  Local Link rural transport services will operate a shuttle service from Park and Ride sites located near the national road network and details can be found on the TFI website.

After the speech, Mr Biden will travel to Dublin Airport to fly back to the United States.

General Information and Advice:

Members of the Public travelling in the affected areas, Louth 12th April, Dublin (Phoenix Park/ South City Centre) 12th /13th April and Mayo 14th April are be asked to plan their journeys during this period to ensure to leave enough time for possible traffic disruptions and to expect some localised delays.
