The National Transport Authority (NTA) is reminding the public, industry and all stakeholders that its Local Area Hackney (LAH) Consultation is open for comment. The consultation seeks respondent feedback on a number of proposals to improve rural transport services through updated LAH licence regulations and processes.

The NTA is also consulting on a proposed update to the form of a Fixed Payment Notice at this time.

Local Area Hackney (LAH) Consultation

The National Transport Authority (NTA) is inviting feedback on proposed amendments to the Small Public Service Vehicle Regulations, specifically relating to Local Area Hackney licences.

The proposed changes aim to improve access to transport in rural communities through an increase in Local Area Hackney operations. Consultation on proposed update to the form of a Fixed Payment Notice

The National Transport Authority (NTA) is inviting feedback relating to the Fixed Payment Notice form.

The proposed changes aim to improve alignment with digital strategy, in line with Connecting Government 2030: A Digital and ICT Strategy for Ireland’s Public Service. These changes support digitalisation, moving from paper/manual processes to ICT-enabled digital services, and better for the environment. The paper-based option will remain available.

Summary of Proposed Changes

  • Remove requirement for physical signature: Instead, require the Authorised Person’s name and/or identity number as an identifier. This can be written on the physical notice or applied to a digital version.
  • Remove reference to the demerit system: The demerit system is not currently operational.
  • Re-order and simplify the form layout: To make completion more straightforward.
