TFI Anseo – Terms and Conditions
PLEASE READ THE FOLLOWING TERMS AND CONDITIONS CAREFULLY. THESE TERMS AND CONDITIONS (TOGETHER WITH THE DOCUMENTS THAT THEY REFER TO) SET OUT THE BASIS UPON WHICH YOU ARE ENTITLED TO DOWNLOAD AND USE THE TFI ANSEO MOBILE APPLICATION (THE “TFI ANSEO APP”) AND THE TFI ANSEO WEBSITE (REFERRED TO TOGETHER AS “TFI ANSEO”).
WHEN REGISTERING FOR A TFI ANSEO ACCOUNT, YOU CONFIRM THAT YOU ACCEPT THESE TERMS AND CONDITIONS AND THAT YOU AGREE TO COMPLY WITH THEM. IF YOU DO NOT AGREE WITH THESE TERMS AND CONDITIONS, YOU CANNOT CREATE A TFI ANSEO ACCOUNT AND YOU WILL BE UNABLE TO BOOK IN ADVANCE OR ON-DEMAND TFI LOCAL LINK SERVICES ON TFI ANSEO.
1. Interpretation
In these Terms and Conditions:
‘App Store’ means the Google Play Store or the Apple App Store;
‘App Store Rules’ means any rules or policies applied by the App Store;
‘Authority’ means the National Transport Authority or “NTA”;
‘Conditions of Carriage’ means the byelaws, regulations and terms and conditions of the National Transport Authority;
‘Responsible Person’ has the meaning given to it in the NTA Bye-laws 2019 (as amended);
‘TFI Anseo’ means a suite of applications to provide pre-booked and on-demand transport services to the general public in defined service areas, and includes the TFI Anseo App, the TFI Anseo Website, passenger management with a TFI Anseo Account, driver management, trip payment, vehicle routing and vehicle scheduling tools;
‘TFI Anseo Account’ means an account registered on the TFI Anseo App or TFI Anseo website;
‘TFI Anseo App’ means the Transport for Ireland Anseo mobile application which can be found on the App Store;
‘TFI Anseo Website’ means the Transport for Ireland Anseo website (https://tfi-anseo.app.ridewithvia.com)
‘TFI Anseo Account Holder’ means any person who has successfully registered a TFI Anseo Account on the TFI Anseo App or TFI Anseo website; and
‘Mobility Services Operator’ means a public transport operator approved by the Authority, operating services enabled with the TFI Anseo.
These Terms and Conditions refer to the following terms, which also apply to your use of TFI Anseo:
3. Information about Us
TFI Anseo is provided and operated on behalf of the National Transport Authority (also referred to herein as the “Authority”, “NTA”, “we”, “us” or “our”), which expression also includes, where the context requires, our third-party suppliers/ service providers (currently Via Technologies Europe B.V.) and any other party involved with the provision or operation of TFI Anseo.
The Authority is a statutory body, established on 1 December 2009 under the Dublin Transport Authority Act 2008.
TFI Anseo is made available for use subject to these Terms and Conditions which shall be binding on all TFI Anseo users.
Using TFI Anseo for the purposes of registering a TFI Anseo Account and availing of the functionality of TFI Anseo, including purchasing and managing travel on TFI Anseo enabled services is permitted.
Any other use of the TFI Anseo software and content, including the reproduction, modification, distribution, transmission, republication or display of TFI Anseo content without our express permission is strictly prohibited. TFI Anseo or any portion of TFI Anseo may not be reproduced, duplicated, copied, sold, resold or otherwise exploited for any purpose that is not expressly permitted by us.
You must not misuse TFI Anseo, or any NTA technology solution, by knowingly or recklessly introducing, by any medium, any malware, any malicious code including; viruses, Trojans, computer worms, computer time bombs, spyware or any other material or similar component which is malicious or harmful. You must not attempt to gain unauthorised access to (“hack”) TFI Anseo, including but not limited to any server, cloud hosting service, computer system or database connected to TFI Anseo; or to disassemble, decompile, reverse engineer, extract or otherwise attempt to derive the source code or create derivative works based on TFI Anseo.
The Authority reserves the right to suspend or terminate your use of TFI Anseo at any time, which right it may exercise with or without notice. If given, notice will be sent to your e-mail address as notified to the Authority and will be deemed served two (2) hours after transmission by us.
You shall provide the Authority with any reasonably required necessary information in relation to issue, use, cancellation and technical problems relating to your TFI Anseo access and any other information reasonably required in relation to the functioning of your TFI Anseo App.
TFI Anseo requires an online data connection in order to perform its functions fully. If your TFI Anseo does not have an online data connection for a sustained period of time, any travel which you have booked may become unusable.
All content included on TFI Anseo, such as text, graphics, logos, button icons, images, audio clips and software is the property of the NTA or the property of our licensors and is protected by applicable copyright and/or other intellectual property laws. You acknowledge that you have no rights in, or to, TFI Anseo, other than the right to use TFI Anseo in accordance with these Terms and Conditions.
We collect and process personal data relating to you in connection with your use of TFI Anseo.
More detailed information on the personal data that we collect from you, or that you provide to us in connection with TFI Anseo, the purposes for which we use it and your rights in relation to your data is set out in the TFI Anseo privacy notice, which can be found here: https://www.transportforireland.ie/privacy/tfi-anseo-privacy/.
The TFI Anseo App is free and available to download and install from the App Store.
The TFI Anseo App is intended for use only on mobile smart phones which support recent versions of either Apple iOS or Google Android operating systems. Results on other devices, or on older operating system versions, may vary.
The TFI Anseo Website is intended for use on most up to date, popular internet browsers and is optimised for use on Google Chrome. Results on other browsers may vary.
Mobile network charges may apply depending on your agreement with your mobile network provider. Any issues regarding connectivity should be addressed with your mobile network provider.
If you do not own the device that will be used to download and operate the TFI Anseo App, you must obtain permission from the owner of the device prior to downloading the TFI Anseo App onto that device.
You accept responsibility in accordance with these Terms and Conditions for the use of TFI Anseo on or in relation to any device that you control, whether or not it is owned by you.
It is your responsibility to keep your device(s) secure and its operating system up to date
It is your responsibility to ensure that there is sufficient storage space available on your device to hold the TFI Anseo App.
In order to book travel in advance or on-demand through TFI Anseo, you are required to register for a TFI Anseo Account.
The Authority reserves the right to reject a request to register a TFI Anseo Account at its discretion.
If you register a payment card during the registration process for a TFI Anseo Account, you agree that the Authority may verify your card by way of a pre-authorisation(s) of a low value transaction against the card. The card will not be charged; however, the transaction may appear as a pending transaction on bank statements. The authorisation will be released within 10 days of first submission.
TFI Anseo accepts debit and credit card payment methods from Visa and MasterCard only.
Once a purchase has been completed at the end of your journey, you will be able to access your TFI Anseo travel history through your TFI Anseo Account. It is recommended that you retain this information as it contains information pertaining to your purchase and may be required when interacting with TFI Anseo customer care.
Should a payment request for a travel booking be rejected by the customer’s financial institution, the Authority reserves the right to refuse travel on TFI Anseo enabled services.
For security purposes, your payment card details are not held on your device. Your payment is processed in full compliance with the Payment Card Industry Data Security Standard.
Once you have completed a pre-booking or accepted an on-demand travel booking, and have been logged onto the service by the driver, the electronic travel value will be stored in your TFI Anseo Account.
You must confirm your identity to the driver on boarding to activate the travel value and payment for the electronic travel value will be applied on completion of your journey.
It is your responsibility to ensure your bank account has sufficient funds available for payment
Your previously purchased travel bookings references will remain in your TFI Anseo Account.
Travel booked with TFI Anseo cannot be transferred to another TFI Anseo Account.
Any additional passengers booked for travel on TFI Anseo must be accompanied by the relevant TFI Anseo Account Holder.
The driver may attempt to telephone the TFI Anseo Account Holder in cases where a query arises around pickup.
A travel booking, for pre-booked or on-demand travel, on TFI Anseo services must be activated by the Responsible Person on the vehicle when the passenger or passenger group including the TFI Anseo Account Holder boards a vehicle.
The Responsible Person will mark the journey as complete when the TFI Anseo Account Holder disembarks the vehicle, and any payment by Visa or Mastercard will be taken then.
In the event the TFI Anseo Account Holder, and/or associated passengers, disembarks the vehicle early, the full payment value of the original travel booking will be taken.
If you have applied a Young Adult or Student discount to the travel booking you must show the Responsible Person your personalised Young Adult Leap Card or Student Leap Card on boarding and you may be refused access if you are unable to do so.
If you have applied a Free Travel Pass, including with companion or a spouse, you must show the Responsible Person the correctly endorsed Free Travel Pass and you may be refused access if you are unable to do so.
If you have applied a child discount to the booking you must show the Responsible Person proof of age, if requested to do so by the driver and you may be refused access if you are unable to do so.
You may be requested by a Responsible Person, to provide personal identification matching the name that is on the travel booking and you may be refused access if you are unable to do so.
In order for a booking for travel to be valid, it must
On request by a Responsible Person, you must present a valid activated booking confirmation on your TFI Anseo App for the journey that you are travelling on.
If you are unable to present a valid activated booking on your mobile device, you must present personal identification that matches the TFI Anseo passenger list on board.
If you are using Young Adult Leap Card or Student Leap Card you must provide a Young Adult or Student personalised Leap Card on request by a Responsible Person at inspection. Eligibility rules for Young Adult Leap Cards and Student Leap Cards are available online at https://about.leapcard.ie/young-adult-and-student-card-launch.
If you are using a Free Travel Pass, including with companion or a spouse, you must show the driver or a Responsible Person the correctly endorsed Free Travel Pass at inspection.
If you do not have a valid booking for travel you will be issued a fixed payment notice for a standard fare of €100 or the amount set by the Minister for Transport Tourism and Sport under Section 56D(1)(b) of the Dublin Transport Authority Act 2008 (as amended) You may also be prosecuted for fare evasion.
You may be requested by a Responsible Person to provide personal identification matching the name that is on the TFI Anseo Account.
You warrant and represent that:
You hereby acknowledge and agree that, to the greatest extent permitted by applicable law, TFI Anseo is made available for use ‘as is’ and ‘as available’, with no warranties of any kind whatsoever and that, without limiting the foregoing, we make no warranty regarding, and shall have no responsibility for, the accuracy, availability, reliability, security, fitness for purpose, use, or performance of TFI Anseo or the contents thereof.
You acknowledge and agree that we may temporarily suspend access to TFI Anseo for any reason without notice, including but not limited to where there is a breakdown, error, defect or malfunction of any part of our systems.
Except as expressly set out in these Terms and Conditions, all representations, warranties, terms and conditions whether express or implied in relation to the TFI Anseo or the information contained therein are hereby excluded to the fullest extent permitted by law.
Due to the fact that we cannot guarantee that TFI Anseo will be fault free or that the information contained on TFI Anseo will be correct, we do not accept any liability for any loss or damage whatsoever arising out of or in connection with TFI Anseo or the contents thereof, whether under theories of contract, tort (including negligence), strict liability or otherwise. Without limiting the foregoing, the Authority shall not be liable for any loss, damage, expenses, claims, liability or costs which you as the TFI Anseo passenger may suffer or incur in connection with:
Mobility Service Operators are responsible for all aspects of the goods and services which they provide to you. The Authority holds no responsibility for the Mobility Services Operators and any queries in this regard should be directed to the relevant Mobility Services Operator directly.
If you cannot travel due to any equipment, software or system failing, the travel value will not be charged and any travel value which has already been applied will be applied back to your TFI Anseo Account as credit.
In circumstances where the TFI Anseo Account Holder is required to pay cash, the appropriate full cash fare will be charged by the relevant Mobility Services Operator. Any queries relating to cash fares should be raised with TFI Anseo Customer Care (see contact details below).
We will not be liable or responsible for any failure to perform, or delay in performance of, any of our obligations under these Terms and Conditions that is caused by circumstances beyond our reasonable control, such as, but not limited to, adverse weather warnings, road closures, acts of God, acts of government, acts of terror or civil unrest, technical failures beyond our reasonable control (including, without limitation, inability to access the internet), or acts undertaken by third parties, including without limitation, distributed denial of service attacks.
In the event of your device being lost or stolen, please contact TFI Anseo Customer Care within business hours (see contact details below) to arrange to have your account protected
In circumstances where a device has been lost or stolen, the TFI Anseo Account Holder can transfer their account to a new phone number if necessary, please contact TFI Anseo Customer Care.
The TFI Anseo Account Holder shall not be compensated for any inconvenience or cost incurred (including purchasing replacement tickets) due to the time taken to block a TFI Anseo Account, transfer account to a new device or registered phone number.
All account travel credits are subject to these Terms and Conditions and the policies of the relevant Mobility Services Operator.
You may apply for an account travel credit by contacting TFI Anseo Customer Care subject to the Terms and Conditions outlined here (see contact details below).
There will be no monetary refund or cash alternatives.
Any travel credits applied will be at the sole discretion of the Authority and are subject to these Terms and Conditions
Travel credits are not transferable to other NTA products or services
Any unused travel credits applied to a TFI Anseo Account that is deactivated, deleted or otherwise terminated will be forfeited.
The Authority reserves the right to charge administration fees for the following activities:

All disputes are subject to review and approval by the Authority and may require additional documentation or evidence from the TFI Anseo Account Holder. The TFI Anseo Account Holder must notify the Authority of any disputed transactions occurring on their TFI Anseo Account within thirty (30) days of the date of such transaction.
In the event that a transaction has been incorrectly posted against your TFI Anseo account, the Authority will make the appropriate adjustment.
The Authority reserves the right to suspend, block or withdraw your TFI Anseo Account in line with these Terms and Conditions should a chargeback or payment dispute occur.
The Authority shall be the final arbiter in cases of disputed transactions.
For pre-booked services, the Authority reserves the right to apply late cancellation fees to your TFI Anseo account. The late cancellation fee amount and the cut off time for a late cancellation are displayed online at https://www.transportforireland.ie/available-apps/tfi-anseo-app/.
The Authority may, in its discretion, in the event that you have been marked as a persistent late cancellation (within 30 minutes of booked travel time) or ‘no show’, deactivate, cancel or suspend your TFI Anseo Account. The Authority will make every effort to ensure that genuine mistakes are not penalised and will take into account any mitigating circumstances. The Authority shall be the final arbiter in cases of disputed transactions.
The Authority may, in its discretion, at any time and without notice to the TFI Anseo Account Holder, deactivate, cancel or suspend a TFI Anseo Account or refuse to reissue, renew or replace a TFI Anseo Account if we have reason to believe that the TFI Anseo Account Holder is in breach of:
The Authority does not accept any liability for any direct or indirect consequences arising from any deactivation, suspension or cancellation of a TFI Anseo Account in accordance with these Terms and Conditions.
You shall not alter or tamper or allow anyone to alter or tamper with TFI Anseo (including, but not limited to, the software and the data recorded on your device) in any way. The Authority reserves the right not to honour transactions, if an account has been altered or tampered with. The Authority reserves the right to recover reasonable costs, expenses, losses and damages suffered or incurred as a result of the customer’s altering or interfering, or allowing a third party to alter or interfere, with the data on TFI Anseo.
A TFI Anseo Account that has been inactive for a period of more than 13 months shall be deemed to be dormant and the Authority reserves the right to cancel such dormant TFI Anseo Accounts.
You can end this agreement at any time by closing your TFI Anseo Account via TFI Anseo.
If your agreement with us ends, you must uninstall the TFI Anseo App from your mobile device(s) and all rights granted by us to you in respect of TFI Anseo will immediately end.

If any provision of these Terms and Conditions shall be determined to be partially void, illegal or unenforceable by any court or body of competent jurisdiction or by virtue of any legislation to which it is subject or by virtue of any other reason whatsoever, it shall be void, illegal or unenforceable to that extent only and no further and the validity, legality and enforceability of any of the other provisions of these Terms and Conditions shall not be affected.
These Terms and Conditions and any documents referred to herein may be amended from time to time by us. You will be notified of any material change when you next access your TFI Anseo Account. The new terms may be displayed on-screen and you may be required to read and accept them to continue your use of TFI Anseo.
From time to time updates to the TFI Anseo App may be issued through the App Store. Depending on the update, you may not be able to use the TFI Anseo App until you have downloaded the latest version of the TFI Anseo App and accepted any new terms.
These Terms and Conditions shall be governed by and construed in accordance with the laws of Ireland and you hereby submit to the exclusive jurisdiction of the Irish Courts for the resolution of disputes arising out of or in connection with these Terms and Conditions.
To the extent that you are acting as a consumer, rather than in the course of your business, you will benefit from any mandatory provisions of the laws of the country in which you are resident. Nothing in these Terms and Conditions, including this provision regarding governing law and jurisdiction, affects your rights as a consumer to rely on such mandatory provisions of your local laws.
