The SPSV (Small Public Service Vehicles) dispatch operator market has evolved significantly in recent years, driven by:

  • advances in booking and dispatch technology
  • increased reliance on digital systems by drivers and passengers
  • new entry into the market by ‘app-based’ dispatch operators
  • changing passenger expectations in relation to safety, value and service

In light of the changing environment and evolving market, the NTA is commencing a review of the dispatch operator framework in Ireland.  Through this ‘Call for Inputs’ the NTA invites responses on all matters related to the licensing and regulation of dispatch operators. We are interested in all forms of input, including research, case studies or other evidence.

What is a Taxi/SPSV Dispatch operator

A dispatch operator is a person who provides a service for taking bookings for Taxi/SPSV services that are delivered by someone else, or who provides a service that enables intending passengers to arrange the hire of an SPSV.

The Consolidated Taxi Regulation Acts 2013 and 2016 give NTA the function to regulate and license dispatch operators.

Persons who wish to provide SPSV booking services are required to obtain a dispatch operator licence from NTA.

 

Dispatch operator requirements include

  • Keeping their tax affairs fully up to date
  • Maintaining a complete, current list of all vehicle and driver licences they cover, and provide it to the NTA on request
  • Maintaining proper records of all bookings and complaints, including the complaints procedure and make these records available to the NTA on request
  • Dispatch operator licensing – National Transport
