European Political Community (EPC) and Informal European Union Council (IEUCO) meetings in Dublin

12 and 13 November 2026.

Background

Many bus routes in central Dublin and some Luas Red Line services will experience significant disruption from Tuesday 10th  to Friday 13th November.
This is as a result of two EU Presidency Meetings taking place in the National Convention Centre Dublin, with some related proceedings also taking place in National Gallery in Merrion Square.

An Garda Síochána will be setting up a security cordon around the venues which will result in public transport disruptions.

Passengers are encouraged to plan ahead, allow extra travel time and check their transport operator’s website before travelling.

The following streets will be closed

      • From 07:00 on 10th November until 18:00 on 13th November.
      • North Wall Quay between Samuel Beckett Bridge and Spencer Place.

Operational Information

  • Services Suspended: Red line
  • Wednesday, 12 November
    • The Luas Green Line will operate as normal.
    • The Luas Red Line will operate between Tallaght/Saggart and The Point.
    • Mayor Square and Spencer Dock stops will close from 8.00pm.
  • Thursday and Friday, 13-14 November
    • The Luas Green Line will operate as normal.
    • Red Line trams will operate between Tallaght/Saggart and Connolly only.
    • There will be no tram service between Connolly and The Point.
  • 3Arena – Niall Horan Concerts (Thursday and Friday)
    • Customers attending the concerts are advised to use the designated walking route between Connolly Stop and 3Arena.
    • There will be no tram service to The Point Stop before the concerts.
    • Customers travelling to and from the concerts should walk between Connolly Stop and 3Arena using the designated route.
    • Following each concert, a very limited number of trams will operate non-stop from The Point to Connolly Stop.
  • Saturday, 15 November
    • Normal Luas Red Line service will resume on Saturday.
    • These temporary service changes are required to facilitate the European Political Community meeting and the EU Heads of State meeting.

These high-profile international events are of significant national importance and will involve the attendance of European Heads of State, Government representatives and international delegations.

These temporary traffic management measures and security restrictions are in place across Dublin from 11 to 14 November 2026, to support the safe movement of delegates and the delivery of these events, as well as transport of the public during these times.
